About the project: The quality of housing of the Roma population, as well as the legal uncertainty caused by the ownership of illegal housing, are the reasons why the Standing Conference of Towns and Municipalities (SCTM) and the Lawyers’ Committee for Human Rights (Yucom) support the legalization of buildings in Roma substandards settlements in 10 local self-government units. The service will be provided until October 31, 2020, and is organized within the program “EU Support to Roma Inclusion – Strengthening Local Communities for Roma Inclusion”, funded by the European Union and implemented by the SCTM.
Mentioned support includes legal, technical and logistical assistance to the competent bodies of local self-government units that deal with legalization processes on the one hand and the Roma community on the other, and is available in Leskovac, Pirot, Aleksinac, Vrsac, Pozarevac, Surdulica, Mladenovac, Sombor, Paracin and Lebane.
The first goal of this activity is to map the problems in the field of legalization and bottlenecks in the system, which often occur during the procedure, as well as good practices that municipalities have in order to implement legalization as efficiently as possible.
The second goal is to promote the inclusion of Roma in Serbia, through the improvement of housing conditions by providing direct support to the Roma population in the process of legalization of housing.
The activities envisaged by the project are:
- Analysis of the archive of requests for legalization;
- Preparation of “Report” with recommendations;
- Development of local action plans;
- Organization of seminars in Roma settlements;
- Realization of training for associates employed in local self-government units;
- Providing direct support to the Roma population in legalization procedures.
