USAID Justice for All is a five-year activity designed to help the Government of Serbia solve people’s legal problems and satisfy their justice needs by strengthening the justice system and service providers and guaranteeing the rule of law. Justice for All will empower Serbian citizens to know their rights and use the law by fostering partnerships between justice actors and local communities to innovate, problem-solve, and deliver better services. As a result, Justice for All will increase the quality and delivery of justice and transparency of court proceedings, thereby increasing resiliency and contributing to USAID’s overall goal of a more prosperous and democratic Serbia committed to Euro-Atlantic integration and self-reliance.

ACTIVITIES

  • Deliver legal literacy initiatives that inform and educate Serbia’s citizens – particularly its most vulnerable groups – about the law, their rights, and their pathways to justice.
  • Harness technologies and facilitate court-community dialogues to promote public participation in legal reforms and a greater understanding of justice needs, services, and outcomes.
  • Initiate community mobilization and participatory research processes to improve the performance and accountability of justice institutions and service providers.
  • Introduce innovative policies, practices, and tools that help people access services, protect their rights, and solve their legal problems without discrimination, particularly those from underserved and disadvantaged communities.
  • Support the creation of a justice ecosystem that is people-centered and uses data and evidence-based decision making to inform new strategies and address pressing legal problems.
  • Improve the quality and delivery of free legal aid services by augmenting the coordination, operating procedures, and professional expertise of its providers.
  • Enhance remedies and protections for gender-based victims and witnesses through system reforms, better coordination, and skills building among justice providers.

ANTICIPATED RESULTS

  • Improved court user experiences and outcomes, particularly for underserved communities;
  • Enhanced public understanding of individual rights, the justice system, and justice services;
  • Increased public engagement and empowerment in identifying, prioritizing, and overseeing justice reforms;
  • Greater engagement of young and aspiring law professionals in addressing the public’s justice needs and advocating for the rule of law;
  • Increased use of problem-solving tools and evidence-based solutions to enhance the delivery of justice services;
  • Strengthened legal aid system that better addresses people’s everyday justice needs;
  • Improved access to justice for traditionally underserved populations and enhanced services and protections for gender-based violence survivors and witnesses.
