The primary problem the project seeks to address is the lack of adequate free legal aid and support for victims of gender-based violence in Serbia. The project aims to protect the victims of gender-based violence and domestic violence whose human rights are threatened, while the capacity of national free legal aid providers is still lacking.

The Solidarity for the Rights of All Network presents the Newsletter # 3 on attacks and pressure against activists. The team documents attacks and pressures on the Incident Map through research of publicly available information and interviews with the victims. During 2020, 100 attacks and pressures were registered on the Map, both against those who deal with the protection of human rights, as well as those who found themselves in that role due to their actions and suffered consequences. The Solidarity for the Rights of All Network is led by the Lawyers’ Committee for Human Rights – YUCOM, Belgrade Center for Security Policy and the People’s Parliament. During April 2021, at least seven attacks and pressures were registered.

The Report is based on the collected information during the first year of one of the action In Solidarity for the Rights of All, led by the Lawyers’ Committee for Human Rights YUCOM, in partnership with the Belgrade Center for Security Policy (BCSP) and the Association People’s Parliament, with the support of EU Delegation, European Instrument for Democracy and Human Rights (EIDHR).

Before the hearing, Yukom’s President Katarina Golubovic told N1 Vulin had continuously called Albanians „Shiptars“ (a pejorative term for Kosovo Albanians in Serbia) and insulted the dignity of the Albanian national minority in his former capacity of Defence Minister during the Belgrade – Pristina dialogue on the normalisation of relations. She said Serbia’s policy should not be based on hate speech. „We believe that we must point out that Serbia’s policy cannot be based on hate speech, especially towards the Albanian national minority. And particularly in the period when it is necessary to find a solution between Belgrade and Pristina,“ Golubovic told N1 outside the Belgrade Palace of Justice.

About the project: The goal of the project is to enable closer communication between representatives of the judiciary and citizens and thus increase the transparency of the work of courts and the trust of citizens in the work of judicial institutions, with a special focus on the work of Misdemeanor courts. Within this project, a set of thematic open doors will be implemented on topics that are within the jurisdiction of Misdemeanor courts. In addition to the judges of Misdemeanor courts throughout Serbia, the panelists will be, depending on the topic, representatives of the Ministry of the Interior, Centers for social work, Bar Chamber etc. In addition to the events that will be held in a adjusted online format, within this project, the blog posts of representatives of the judiciary for which there is the greatest interest of citizens will be continuously published. Some of the most current topics will be translated into the form of infographics.

CHAPTER 23 – JUDICIARY AND FUNDAMENTAL RIGHTS

After the publication of the new EU enlargement methodology last year, numerous commentators stated that its application to Montenegro and Serbia will not dramatically change the current rules. This was confirmed in the proposal of the European Commission, which reached the media in the region last week. Should the Member States decide to endorse the current proposals, the interim rule of law benchmarks will become a category with an even greater weight in the future, which is notable, but hardly surprising.
