REPORT 3/2016 ON THE IMPLEMENTATION OF THE ACTION PLAN FOR CHAPTER 23

The Government of the Republic of Serbia on 11th of 2015. established the Council for the implementation of the Action Plan for Chapter 23 as the working body for the provision of professional support to the negotiating group for Chapter 23.

The Council for the implementation of the Action Plan for negotiations for Chapter 23 monitors the implementation of Activities contained in the Action Plan on a daily basis, initiates the mechanism of early warning in the event of time delays and other problems with the implementation of the Action Plan and coordinates the processes of reporting.

The Council submits monthly reports on the implementation of the Action Plan to the Head of the team for negotiations on Serbia’s accession to the European Union, to the President of negotiating group for Chapter 23 and to the Council of the coordinating body.

With the goal of preparing the effective functionioning of the monitoring mechanism, at the end of 2015. the Council organized the pilot of reporting cycle so that the potential problems in reporting process could be identified. Thereafter the Council organized a training course for contanct points from all institutions in charge for implementation of AP23, especially focusing on the findings upon completion of the pilot reporting. Following the training course, for the purposes of the first reporting cycle, the Council developed and delivered to all institutions design guidlines for reports, forms for reporting both in Serbian and English, as well as the final text of the AP that the RS Government adopted on the 27th of April 2016.
