We have officially stepped into the second part of 2021 and Serbia has marked a limited progress in its path of becoming an EU member state, since 2018. This first part of the year we marked with the EU member states’ decision not to open any of new chapters nor clusters, since the bi-annual non-paper recognized that only small steps had been made in the reform processes, failing to give a concrete assessment of the rule of law situation. Not so long ago, the official EU Commission Annual Report for Serbia 2020 loudly stated – no progress in the judicial reforms, worrisome level of corruption present, the legal framework on the protection of human rights and fundamental freedoms remains unimplemented.

This report is the result of the OSCE Mission to Serbia’s (hereinafter: the OSCE Mission) efforts to monitor the peer elections of prosecutors  to the State Prosecutors’ Council (SPC), conducted from October to December 2020. The Serbian non-governmental organization YUCOM served as an implementing partner in monitoring the election. Activities included: monitoring peer elections across Serbia; analysing the underlying legal framework; and interviewing prosecutors who participated in the process.

Regarding the frequent official and informal calls on civil society organizations to get involved in the consultation process with the Ministry of Human and Minority Rights and Social Dialogue for drafting The National Strategy for an Enabling Environment for Civil Society Development in the Republic of Serbia, we remind that the intolerant atmosphere towards civil society, due to which civil society organizations made their decision not to participate in this process in April of this year, has not changed.

The Solidarity for the Rights of All Network presents the Newsletter # 4 on attacks and pressure against activists. The team documents attacks and pressures on the Incident Map through research of publicly available information and interviews with the victims. More than 130 attacks and pressures were registered on the Map so far, both against those who deal with the protection of human rights, as well as those who found themselves in that role due to their actions and suffered consequences. The Solidarity for the Rights of All Network is led by the Lawyers’ Committee for Human Rights – YUCOM, Belgrade Center for Security Policy and the People’s Parliament. During May and June 2021, as many as 10 attacks and pressures on human rights defenders in Serbia were registered.
